HETR · 2022–2050

A strategic leap towards net zero.

The Hydrogen Economy & Technology Roadmap (HETR) — launched by the Deputy Prime Minister at IGEM on 5 October 2023 — is Malaysia’s long-term roadmap to 2050, addressing the energy trilemma for hydrogen in line with the National Energy Policy.

The Energy Trilemma

Three demands, held in balance.

Energy security

A reliable national supply, resilient to global disruption.

Energy affordability

Hydrogen priced for adoption — targeting LCOH of USD 1/kg.

Energy sustainability

A grey-to-green transition targeting 15% emissions reduction by 2050.

The Three Phases

Grey hydrogen to green, in phases.

“Build Some, Buy Some” — leveraging both local and international expertise to fast-track development.

  1. 2022–2030

    Short term

Grey hydrogen from existing industry while policies, incentives and standards take shape.

  2. 2031–2040

    Mid term

Production and distribution infrastructure scales; renewables begin to power green hydrogen.

  3. 2041–2050

    Long term

A low-carbon hydrogen economy at LCOH of USD 1/kg, targeting 15% emissions reduction by 2050.

Targets

What 2050 must deliver.

Low-carbon H₂ economy

Levelised cost of hydrogen (LCOH) of USD 1/kg, with private-sector uptake encouraged.

Production & distribution infrastructure

Renewable energy sources powering green hydrogen production at national scale.

Policies & incentives

Frameworks that encourage private-sector adoption and support PPPs to develop and deploy H₂ projects.

Challenges Across the Value Chain

Named plainly, so they can be solved.

HETR implementation faces real hurdles at every link of the chain. The critical challenge — a lack of supply-and-demand awareness — is the one H2Malaysia exists to resolve.

1 · Production

  • Research is not yet market-driven; feasibility gaps at industrial scale.
  • Limitations in renewable sources; production cost remains expensive.

2 · Storage

  • Light gas molecule properties and high capital cost for high-pressure storage.
  • High investment for technology adoption into existing processes.

3 · Logistics

  • High-cost, energy-intensive transport in liquid or gaseous form.
  • Decentralisation to maximise existing infrastructure vs. high investment in new supply chains.

4 · End-use

  • Hydrogen cost per distance is roughly twice unsubsidised petrol.
  • Subsidised petrol (RM2.05/litre) sits 40% below unsubsidised (RM3.47/litre), muting demand signals.

The critical challenge is the “Lack of Supply & Demand Awareness” — efforts by companies on both ends are unknown to each other. H2Malaysia exists to resolve it.

The Hydrogen Horizon

Sun in. Hydrogen out. Shipped to the world.

Across one integrated landscape — solar fields, electrolyser halls, storage and a deep-water export jetty — Malaysia's hydrogen value chain takes physical shape.

Policy & Regulation

The national direction, set in writing.

The national direction is set by the Hydrogen Economy & Technology Roadmap — launched at IGEM on 5 October 2023 and running to 2050 across three phases, targeting a levelised cost of hydrogen of USD 1/kg — together with the National Energy Transition Roadmap.
